This policy will be used to assess all development applications for planning permission pertaining to open space development, allocation and distribution in the NCD and will ensure that:
- Planning provides for enough public open spaces and equitable distribution and management of open spaces within NCD;
- An appropriate amount of public open spaces, Sports and Recreational Park is provided to contribute towards the recreational and social needs of the community in appropriate locations in NCD;
- Existing open spaces and sites identified for future open space provision are protected and retained;
- Open spaces are provided as an integral part of new residential development and that appropriate arrangements are made for their management and maintenance;
- New open space areas and sporting facilities are convenient and accessible for all groups of people in the city, particularly children, youths, elderly and disabilities;
- New provision of open space areas and sporting facilities is in keeping with the principles of environmental conservation and help sustain and enhance urban biodiversity;
- Achieve attractive and good standards of seating, design and landscaping for existing and new open space areas and sporting facilities; and,
- Promote and encourage tourism in Port Moresby.
